The director may enter and inspect a CODIS user laboratory during reasonable business hours and to monitor operations related to:

1. (1) the collection, preservation, shipment, and analysis of samples;
2. (2) the access and use of the DNA database; and
3. (3) any other matters including compliance with FBI guidelines.
