The department shall provide a reasonable quantity of blood sample collection kits to criminal justice or law enforcement agencies in this state at no cost to that agency. A blood sample collection kit shall consist of specimen vials, mailing containers and labels, report forms, instructions for collection of blood sample or other specimens, and any other item designated by the department.
