In order for a sample to comply with DPS collection provisions, all of the following standards must be met:

1. (1) The sample shall have been collected pursuant to the following:

   1. (A) proper statutory authority,
   2. (B) court-order, or
   3. (C) voluntary submission.
2. (2) The sample shall be collected with a collection kit approved and provided by the director.
3. (3) The sample shall be collected in accordance with the kit instructions.
4. (4) The sample documentation shall include fingerprints.
