- (a) City, county, state, or federally-owned vehicles, if licensed with Texas plates, require inspection. They shall meet the same requirements of any other vehicle of the same size and weight. Examples of such vehicles are fire trucks, garbage trucks, ambulances, and police vehicles.
- (b) Trailers, semitrailers, pole trailers, and mobile homes or house trailers shall be considered a separate vehicle, whether used in connection with a motor vehicle or not, and shall require a separate inspection and inspection certificate. A separate fee shall be charged for each vehicle inspected.
- (c) All inspections shall be made at the approved and marked inspection areas only.
- (d) Inspections may be made with due care during inclement weather. Road brake tests are permitted with due care when it is raining or when braking surfaces are wet; no road brake tests are permitted on icy road test areas.
- (e) Vehicles not registered in the State of Texas may be inspected, but shall not be issued a Texas vehicle inspection certificate unless they meet Texas' inspection requirements.
- (f) The vehicle identification number, serial number, or motor number of a dealer's vehicle will sufficiently identify the vehicle. If the vehicle bears a paper dealer's plate, that number will be used as a license number. If the vehicle is new and has no license plate, insert the word "none" in the space provided for the license number.
- (g) Any vehicle covered by the Vehicle Inspection Act that is involved in an accident resulting in apparent property damage or affecting the safety of said vehicle in the items covered under the Act shall be reinspected after adequate repairs are made. The required fee shall be collected.
- (h) Both foreign-made and American-made motor vehicles must comply with all vehicle inspection requirements, including lighting devices that meet standards adopted by the Texas Department of Public Safety.
- (i) The term "inspection" as used herein does not include repairs or adjustments. Repairs or adjustments necessary to bring the vehicle in conformity with these regulations may be made by agreement between the vehicle owner and the vehicle inspection station or any other repair shop the vehicle owner may select. Total charges for inspection, repairs, and adjustment, including any state sales tax, shall be reported on the vehicle inspection station report.
- (j) All vehicles owned by the federal government, except those registered in Texas and displaying Texas registration plates, shall be exempt from all provisions of the Vehicle Inspection Act, rules, and regulations.
- (k) Each vehicle that meets the requirements set forth in these regulations shall be issued an inspection certificate. Those vehicles that do not meet the inspection requirements shall be issued a rejection receipt.
