If an administrative hearing is not requested, then before the effective date of suspension, the department shall mail a final order of suspension to the driver's address of record and to the driver's current address, if different. The order shall state the length of suspension and the procedure for reinstatement. A final order of suspension is not considered notice of suspension for purposes of requesting an administrative hearing under this section. A final order of suspension is presumed received on the fifth day after the day it is mailed.
