On receipt of the necessary information from the political subdivision, the department may deny renewal of the person's driver's license for failure to appear based on a complaint, citation, or court order to pay a fine involving a violation of a traffic law. Denial of renewal may occur at any time following an attempt to renew a license without regard to the expiration date of the current or previous license. Denial of renewal may occur at any time after the expiration of the current or previous license if a person does not attempt to renew his license. For purposes of this section, the department may deny renewal of an applicant's driver's license at any time before mailing the completed driver's license document.
