1. (a) Identification certificates are dated to expire on the next birth date of the holder occurring six years after date of application, except that a certificate that is issued to a person 60 years of age or older does not expire.
2. (b) All original applicants for identification certificate must present proof of identity as required in §15.24 of this title (relating to Identification of Applicants).

3. (c) Basic requirements are as follows:

   1. (1) age: no limits;
   2. (2) fee: $15.00; except for applicants 60 years of age or older, the fee is $5.00;
   3. (3) expiration: next birth date of applicant occurring six years after date of application; except that a certificate that is issued to a person 60 years of age or older does not expire.
   4. (4) tests: none required.
