All persons, except those expressly exempt by law, who live in Texas and operate a motor vehicle upon a public street or highway must have a valid driver license.

1. (1) Any person holding a valid driver license need not obtain any other state permit for the operation of a motor vehicle on the highway. Some cities, however, issue special city taxi driver permits by ordinance or state law.
2. (2) For driver licensing policy purposes, a resident is defined as every person whose domicile is in the State of Texas.
3. (3) All other persons who do not come within the scope of the preceding definition of a resident will be classified as nonresidents.
4. (4) When needed, a Texas driver license (noncommercial driver license) may be issued to any nonresident who is able to meet the requirements.
