The maximum allowable fee per trainee for both the twenty-hour basic course and the eight-hour refresher course shall be determined annually by the Commissioner of Education. However, the actual fee charged for each of these courses shall not exceed the training agency's reported cost per trainee for the preceding fiscal year, or the projected cost for the current year if such a cost can be justified and any resulting overcharge is rebated accordingly.
