As provided by Texas Government Code, §411.0044, the commission shall periodically designate a trained person who will:

1. (1) coordinate the implementation of the commission's negotiated rulemaking policy;
2. (2) serve as a resource for any training needed to implement procedures for negotiated rulemaking; and
3. (3) collect data concerning the effectiveness of those procedures, as implemented by the commission and the department.
