The final decision or order shall be rendered within 60 days after the date the hearing is finally closed. In a contested case heard by other than a majority of the board, the system may prescribe a longer period of time within which the final order or decision of the system shall be issued. The extension, if so prescribed, shall be announced at the conclusion of the hearing.
