(a) If an application for benefits is approved in whole or in part without hearing, the director, by letter of notification, shall inform the applicant in writing of the action taken.
(b) If the director determines that an application for benefits cannot be approved, he shall by letter of notification inform the applicant that the claim is denied, stating the reasons therefor.
