34 Tex. Admin. Code § 67.99
If the board finds that an imminent peril to the public health, safety, or welfare requires immediate effect of a final decision or order in a contested case, it shall recite that finding in the decision or order; and the decision or order shall be final and appealable from the date rendered and no motion for rehearing shall be required as a prerequisite for appeal.
