When an appeal, application, or other pleading which is intended to institute a hearing before the board is received, and it complies with these sections as to form and content, it shall be docketed as a pending proceeding, numbered in accordance with the established docket numbering system of the executive director, shall have an examiner assigned, and notice shall be served.
