34 Tex. Admin. Code § 67.21
Any person or agency interested in intervening in any proceeding before the Board may appear formally before the board, by filing a motion to intervene at least 15 days in advance of the hearing date; and it may present any relevant, material and proper testimony and evidence bearing upon the issues involved in the particular proceeding. In any proceeding involving notice of less than 30 days, this time for filing may be modified.
