The members of the Board of Trustees shall elect a chairman and vice chairman for each fiscal year. The officers shall be elected at the last scheduled regular board meeting of a fiscal year and shall take office the following September 1. The chairman of the board or the vice chairman, in the chairman's absence, will preside at the meetings of the board. While presiding, the chairman will direct the order of the meeting, recognize persons to be heard, limit time, take other action to clarify issues, and preserve order.
