A member of the public who wishes to make a presentation to the board regarding an item on the board's agenda may do so in accordance with the following procedures:
- (1) A form approved by the system must be completed and submitted to the system prior to the board meeting in the time and manner specified.
- (2) Only the parties involved in an appeal may comment on administrative appeals that are presented to the board.
- (3) The board shall hear comments regarding an agenda item at the time the agenda item is under consideration.
- (4) Comments by an individual on a particular agenda item shall be limited to five minutes unless the chair modifies the amount of time allotted.
- (5) The combined maximum amount of time for all public comments regarding an agenda item is 30 minutes unless the chair modifies the amount of time allotted.
- (6) Members of the public are encouraged to submit written comments to the board in lieu of or in addition to oral comments.
