- (a) Initiation method. The promulgation, adoption, repeal, or revision of any rule may be initiated by the executive director or any member of the board.
- (b) Petitions. Any interested person may petition the executive director or the board to request the adoption of a rule. Within 60 days after the receipt of a petition, the executive director shall either initiate rulemaking proceedings or place the matter on the agenda of the next regularly scheduled board meeting for discussion.
