1. (a) If all other conditions and requirements are met, credit for service will be given immediately upon payment.
2. (b) Payment may be made for whole years. No smaller payment or payment for part of a year can be accepted except as permitted under the laws and rules authorizing installment payments.
3. (c) Payment for at least one year or an installment payment agreement must accompany the application to purchase out-of-state service.
4. (d) Payment for out-of-state service shall be made before retirement.
