1. (a) The secretary of the School Land Board (SLB) shall keep as records at the General Land Office, the minutes and the agenda of each meeting.

2. (b) The secretary of the SLB shall prepare the agenda for the meeting and file and post notice of the meeting in compliance with the Open Meetings Act. Notice of the board meeting will include:

   1. (1) the time, date, and location of the meeting; and
   2. (2) those items to be considered by the SLB at the meeting.
3. (c) The SLB's policy is to encourage and ensure public participation in all matters it considers in accordance with the Open Meetings Act. Members of the public may address the SLB on matters within the authority of the SLB at the physical location where the meeting is held during the public comment period of the meeting. Members of the public must identify themselves for the record as part of their public comments.
4. (d) The SLB shall adopt, amend, and repeal rules in accordance with applicable law. Any interested person may petition the SLB in writing to request adoption of a rule.
