A general permit may be authorized for an activity listed in §69.115(a) of this title (relating to General Permits), provided that the proposed activity:

1. (1) will have no significant adverse effects on a natural resource of the state as set forth in Parks and Wildlife Code, §86.004;
2. (2) is minimal in scope and duration; and
3. (3) will be conducted in compliance with the best management practices set forth in §69.118 of this title (relating to Best Management Practices).
