The department may require information in addition to that required by paragraphs (1)-(3) of this section. Scientific plant permits may be renewed, provided:

1. (1) the permittee has submitted the annual report by the date specified on the permit;
2. (2) the permittee has complied with all permit provisions; and
3. (3) the permittee has demonstrated reasonable progress toward the completion of research activities authorized by the permit.
