1. (a) Each scientific breeder shall file a completed annual report on a form supplied or approved by the department by not later than April 16 of each year.
2. (b) The holder of a scientific breeder's permit shall maintain and, on request, provide to the department adequate documentation as to the source or origin of all deer held in captivity.
