Cities and counties in Texas are eligible for park planning assistance. Within this limitation, the following restrictions apply, based on the latest federal census or state population estimate at the time the request is submitted:

1. (1) Incorporated local governments of a population of 20,000 or less.
2. (2) Counties of a population of 20,000 or less.
3. (3) Any county may request assistance for an unincorporated community with a population of 20,000 or less that is within that county's jurisdiction, regardless of the county population.
