- (a) The Executive Director of the Texas Parks and Wildlife Department shall interpret and implement these sections to obtain maximum benefits for the people of Texas in their enjoyment of the state park system and in the expansion, improvement, and perpetuation of the system for the use of present and future generations.
- (b) The Texas Parks and Wildlife Commission recognizes that those persons receiving the greatest and most direct benefit from the system should contribute an equitable share of the system's financial requirements.
