1. (a) While collecting broodfish, an aquaculturist or designated agent must be in possession of a valid recreational fishing license in all public waters, a saltwater fishing stamp in public salt water, and broodfish permit issued by the department.
2. (b) Violation of any provision of a permit issued under these rules is a violation of these rules.
