The board adopts by reference the rules of the Comptroller of Public Accounts in 34 Texas Administrative Code Chapter 20, Subchapter B, §§20.11 - 20.28, as amended, concerning Historically Underutilized Business Program. Copies of the above cited rules, as amended, are filed at the agency headquarters, located at 4311 South 31st Street, Suite 125, Temple, Texas.
