For projects required to comply with the Act, Title II, the applicant shall, on the date one year after the initiation of operation, certify in a form acceptable to the executive administrator whether the project meets the design specifications and effluent limitations. If the applicant cannot certify that the project meets these requirements, the applicant shall accomplish the following actions:

1. (1) identify the problem and propose corrective action;
2. (2) initiate corrective action in a timely manner which will enable an affirmative certification to be made; and
3. (3) submit an affirmative certification.
