Subsequent to adoption of an IUP, the Applicant for a proposed project listed within the Invited Projects List may be allowed certain changes without requiring a re-ranking in the following circumstances:

1. (1) the number of participants in a consolidation project may change provided that the change does not result in a modification to the rating; and
2. (2) depending on the availability of funds, the total cost of the project may not increase in an amount of more than 10% of the amount listed in the adopted IUP. The executive administrator may waive the 10% limit to incorporate additional elements to the project.
