1. (a) In accordance with the Act, the executive administrator shall hold public hearings and allow a period for public review and comment before the Board considers the adoption and approval of the IUP and the Project Priority List.
2. (b) For any substantive amendments thereto, the executive administrator shall hold a public hearing and allow a period of public review and comment in accordance with the Act. The executive administrator may add projects to the Project Priority List after a 14-day public comment period without any public hearing.
