1. (a) The project priority list is an alphabetical listing of all incorporated cities, special districts, counties and river authorities which have wastewater treatment authority.
2. (b) After the priority list is subjected to a public hearing in accordance with §375.14 of this title (relating to Public Hearings) and approved by the board, it will be submitted to EPA. The priority list will become effective upon the date of EPA acceptance and shall remain effective until changed by the board and accepted by EPA.
