1. (a) This type of financial assistance is available for the planning, acquisition of land, and the design for a proposed project.
2. (b) Applicants who have completed the planning, acquisition, and design for a proposed project within three years of the closing date for financial assistance will receive priority for construction funding of the project in the next available IUP if the project is ready to proceed.
