Disbursements from the construction fund established by the applicant will require approval by the executive administrator. Certified requests for payment shall be submitted to the executive administrator monthly. Upon approval by the executive administrator, funds may be disbursed for authorized project costs. At the discretion of the executive administrator, applicants whose projects are not funded with federal grant funds will not be required to comply with this section.
