(a) Applicant shall submit an engineering feasibility report signed and sealed by a professional engineer registered in the State of Texas. The report, based on guidelines provided by the executive administrator, shall provide:
- (1) description and purpose of the project;
- (2) entities to be served and current and future population;
- (3) the cost of the project;
- (4) a description of the alternatives considered and reasons for selection of the project proposed;
- (5) sufficient information to evaluate the engineering feasibility; and
- (6) maps and drawings as necessary to locate and describe the project area. The executive administrator may request additional information or data as necessary to evaluate the project.
- (b) Approval of DWSRF Engineering Feasibility Report. The executive administrator will approve the DWSRF engineering feasibility report after determining that the items listed in subsection (a) of this section have been completed, the appropriate environmental determinations have been completed in accordance with §371.35 of this title (relating to Required Environmental Review and Determinations), the project has been determined to be cost effective, and the loan recipient has agreed to incorporate all mitigating measures directed by the executive administrator.
- (c) Changes to DWSRF Engineering Feasibility Report. If changes occur in the project after approval of the engineering feasibility report, the executive administrator may request additional engineering and/or environmental information in order to ascertain that the loan commitment and environmental determination continues to be appropriate.
