Description. This type of financial assistance is available for the planning, design, acquisition and construction of a project. The funds for the construction phase of a project will be released only when construction contracts have been executed and the project is ready to proceed. This option is available only when the executive administrator recommends it to the Board based on a finding that available information indicates that there are no significant permitting, social, contractual, environmental, engineering or financial issues that would make the funding unavailable.
