When applications for grants exceed available funds, priority will be given to those areas of the state that have the most critical water conservation needs and to the activities that will be most likely to produce substantial agricultural soil and water conservation. Grants for purposes of §367.21(3) and (4) of this title (relating to Purpose) will not exceed 65% of the total grant funds available in any fiscal year.
