The board may authorize the executive administrator or his designee to enter into contracts with persons or political subdivisions, within available funds. Such contracts shall include:

1. (1) a detailed statement of the purpose for which the money is to be used;
2. (2) the total amount of money to be paid from the research and planning fund under the contract;
3. (3) the time for completion; and
4. (4) any other terms and conditions required by the executive administrator or agreed to by the contracting parties.
