The board may authorize the executive administrator to enter other partnerships, on behalf of TxGIO in order to:

1. (1) accept gifts and grants for TxGIO through a nonprofit corporation. The acceptance of any gift or grant will be in compliance with Subchapter F of this chapter (relating to The Relationship Between the Board and Donors); and
2. (2) accept volunteer labor.
