31 Tex. Admin. Code § 353.41
These guidelines are not intended to duplicate or replace existing guidelines of other governmental agencies with which the applicant may be required to comply due to funding commitments or other statutory requirements for the design, construction, or operation of a project. Basically, an impact(s) statement should demonstrate that a logical process was used in assessing environmental, social, and economic impacts; that all reasonable alternatives were considered; and that the assessment was relied upon to support decisions made in planning the project. Though the subject matter is often complex, impacts statements should be reasonably concise.
