The agency is designated as the administering agency for funding of this program, and is empowered to enforce these rules and to distribute in a fair and impartial manner the "state share" of funds to cities and counties in accordance with the Texas Natural Resources Code, Chapter 61, Subchapter B, this chapter, and procedures and accounting methods adopted by the agency.
