These rules shall govern the procedure for the development of any rule and regulation for the management of public free school lands, coastal public lands and the state-owned mineral estate, excluding oil, gas, and geothermal, of the land resources program. Hearings shall be held at the discretion of the commissioner of the General Land Office.
