The division shall submit an initial development plan or a proposed substantial amendment to the political subdivision. The political subdivision shall review and comment on the initial development plan or proposed substantial amendment in accordance with Texas Natural Resources Code, §31.162, and §§13.30-13.40 of this title (relating to Special Board of Review Hearings).
