1. (a) The executive director may deny an application for registration or an application for renewal of registration of a facility under this subchapter for the following reasons:

   1. (1) if the applicant fails to meet any of the requirements set forth in §334.484 of this title (relating to Registration Required for Petroleum-Substance Waste Storage or Treatment Facilities);
   2. (2) if the applicant fails to comply with any rule or order of the commission;
   3. (3) if the applicant submits false information on or omits material information from the application or any other documentation required to be maintained or submitted under this chapter; or
   4. (4) for any good cause which in the opinion of the executive director constitutes grounds for denial of the application for registration.
2. (b) Denial of an application for registration is without prejudice.
