All holding ponds, emergency overflow ponds, emergency storage ponds, or other impoundments associated with, or part of the surface facilities associated with underground injection wells shall be lined with clay or an artificial liner as approved by the executive director and as required by permit, and shall in addition, conform to any applicable requirements of Chapter 335 of this title (relating to Industrial Solid Waste and Municipal Hazardous Waste).
