Feasibility Study Grant Program

- (a) Program description. Feasibility study grants awarded under this section shall be for the securing of screening, feasibility, and implementation studies critically evaluating the feasibility of implementing various municipal solid waste management technologies and/or systems. These studies can address single topics or be comparative in nature. They shall consist of evaluations which review or explore particular solid waste practices, systems, or technologies as to their potential applicability and practicality at a local or regional level. The Feasibility Study Grant Program should result in a more efficient utilization of regional and local monies expended for municipal solid waste management. These funds are not intended to finance formal regional and local solid waste planning as identified in Subchapter O of this chapter (relating to Guidelines for Regional and Local Solid Waste Management Plans) or normal operational studies necessary to maintain compliance at an ongoing landfill operation.
(b) Eligible projects. Potential study topics could be, but are not limited to, the review of various waste management options and their practicality with regard to:
- (1) waste minimization;
- (2) recycling and reuse;
- (3) composting;
- (4) transfer stations;
- (5) landfill--gas recovery, treatment, and/or sale;
- (6) landfill--leachate recovery and treatment;
- (7) collection and handling; or
- (8) landfill operations.
- (c) Participation frequency. Recipients shall be limited to one feasibility study grant, issued under this section, during any specific contract performance period, unless specifically otherwise authorized in the published RFP.
