This subchapter sets forth substantive guidelines and procedural requirements concerning:

1. (1) a petition to review rates charged for the sale of water for resale filed pursuant to Texas Water Code, Chapter 11 or 12; or
2. (2) an appeal pursuant to Texas Water Code, §13.043(f) (appeal by retail public utility concerning a decision by a provider of water or sewer service).
