Except for expedited hearings or when already completed within the notice of hearing under §148.4 of this title (relating to Notice of Hearing), the commission's representative must deliver to the parties and file with the hearing officer no later than ten days prior to the hearing date:

1. (1) a reference to the particular sections of the statutes and rules involved; and
2. (2) a short, plain statement of the matters asserted.
