1. (a) When a party fails to attend a benefit review conference without good cause, as determined by the benefit review officer, the benefit review officer:

   1. (1) may hold the conference as scheduled; and
   2. (2) may write a Class D administrative violation, with a penalty not to exceed $500.
2. (b) A representative who fails to attend a benefit review conference without good cause commits an administrative violation, with a sanction to be determined by the commission. Repeated nonattendance may be sanctioned by an administrative penalty not to exceed $10,000 and a cease and desist order.
