- (a) The provisions of this chapter are promulgated pursuant to Texas Civil Statutes, Article 8308-3.51 to 3.70, to explain and enforce provisions related to the self-insuring of liability and to guarantee full and timely payment of compensation benefits by self-insurers.
- (b) The provisions of this chapter apply to private employers in the State of Texas. They do not apply to the state or to political subdivisions as defined in Texas Civil Statutes, Article 8309h, §1.
- (c) These rules provide guidance and requirements in addition to those requirements imposed by the Act and other commission rules.
