The commissioner is authorized pursuant to the Insurance Code, Article 1.10A, to issue emergency cease and desist orders prior to notice and hearing if it appears to the commissioner that the alleged misconduct is fraudulent or creates an immediate danger to the public safety or is causing or can be reasonably expected to cause significant, imminent, and irreparable public injury.
